结合分级诊疗政策论卫生研究成果向政策转化的障碍

Barriers in translating health research outcome into policy: a discussion from the perspective of hierarchical diagnosis and treatment policy

国家决策层多次强调将健康融入公共政策制定实施全过程,优化卫生政策转化。目前,中国卫生政策转化在政策环境、政策参与者、政策内容、政策过程和卫生研究方面存在诸多障碍,包括相对封闭的卫生政策制定模式;卫生政策制定者运用研究成果的经验和能力有限;卫生政策转化缺乏具体规范、实施细则、配套政策和制度支持;卫生政策执行机构的组织和管理问题;卫生研究及其成果缺乏实用性和时效性等。为此,必须特别重视卫生政策制定者及其开发,重视卫生政策环境方面的障碍,主动关注卫生政策转化过程及其障碍,重视并不断吸收转化参与者经验。

Integrating health into the whole process of policy formulation and implementation and facilitating health policy translation are repeatedly mentioned in national documents.At present,health policy translation in China faces multiple barriers in aspects of policy context,stakeholders,content,procedure and health research,including relatively closed health policy formulation mode,policymaker's limited experience and capacity in research outcome application, the lack of detailed policy specifications,implementing regulations,supporting policies and institutional supports,the institutional and managerial issues in health policy implementing organizations,and the lack of practicality and timeliness in research and its outcome,etc.It is suggested to pay special attention to health policymakers and their development, attach much importance to barriers in policy context,keep eyes closely on the whole health policy translation process and its barriers,value and absorb the experience accumulated by stakeholders.
