The process and experience of China’s military-civil integration since the reform and opening up

改革开放以来,我党立足世情国情军情,与时俱进推动军民融合发展理论与实践的创新发展,经历了军工企业军转民和市场经济转型阶段、积极推进寓军于民阶段、军民融合发展初级阶段、军民融合深度发展阶段四个发展阶段,取得了许多重大突破成果。全面回顾改革开放新时期军民融合发展体制机制改革的历史演变进程,深入总结凝练40年来我党推动军民融合发展的基本经验与内在规律,对于坚持国防建设与经济建设协调、兼容、平衡发展,推动军民融合发展走向深入,构建军民一体的国家战略体系和能力具有重要的启示作用。

Since the reform and opening-up,our Party has,based on the actual situation of the world,the situation of military and the situation of military,advanced with the times to promote the innovative development of the theory and practice of the cival-military integration(CMI).It has gone through four stages of development,namely,the military-oriented enterprises'converting to civilian production and transiting into market economy system,the active promotion of combine military efforts with civilian support,the primary stage of CMI,and the deep development of CMI.Many breakthroughs have been made during this four stages.On the basis of reviewing the historical evolution of the reform of the system,mechanism for the development of CMI in the new period of reform and opening-up,and summarizing the basic experience and inherent law of the CMI in the past 40years,we should adhere to the coordinated, compatible and balanced development of national defense and economic construction,promote the deep development of CMI,and build national strategic system and capability of CMI.
