合同能源管理融资困境和融资风险问题是现阶段我国节能服务产业推进的主要障碍,限制了绿色低碳经济的发展。在运用谈判地位理论分析风险成因的前提下,根据全生命周期理论,分阶段识别合同能源管理项目融资的风险因素;在此基础上综合运用层次分析法和模糊综合评价法,对整个合同能源管理项目融资风险状态及各阶段风险程度进行评价。以期为解决合同能源管理融资困境提供具体方向和参考。

The financing dilemma and financing risk of contract energy management are the main obstacles to the promotion of energy-saving service industry in China at present, which limits the development of green low-carbon economy. On the premise of analyzing the cause of risk with the theory of negotiation status, this paper identifies the risk factors of project financing of contract energy management in stages according to the whole life cycle theory. On the premise of analyzing the cause of risk with the theory of negotiation status, this paper identifies the risk factors of project financing of contract energy management in stages according to the whole life cycle theory; on the basis of this, the financing risk state of the whole contract energy management project and the risk degree of each stage are evaluated by using the analytic hierarchy process and the fuzzy comprehensive evaluation method. The purpose of this study is to provide specific direction and reference for solving the financing dilemma of contract energy management.
