工业园区废弃物资源化的价值补偿机制

The Value Compensation Mechanism of Waste Recycling in Industrial Park

废弃物资源化尽管具有环境效益,但经济利益才是企业实施资源化的根本动力。为促进工业园区废弃物资源化,减少废弃物排放,构建政府引导园区企业进行废弃物资源化的博弈模型,据此研究政府对企业的最优价值补偿政策及企业废弃物资源化决策,并进行验证。研究表明:(1)政府给予企业合理的价值补偿可协调企业间利益,充分调动园区企业开展废弃物资源化的积极性,提高园区废弃物资源化水平,减少废弃物对环境的损害。(2)与园区企业间废弃物协同处理模式相比,政府对园区企业自行回收再利用模式的价值补偿方案更优。

Although the recycling of wastes has environmental benefits, economic benefits are the fundamental driving force for enterprises to implement recycling. In order to promote the recycling of industrial park wastes and reduce the waste emissions, this paper constructs a game model to guide the enterprises of the park to recycle the wastes, on this basis the government’s optimal value compensation policy and enterprise waste recycling decision are studied and verified. The results are as follows:(1) The reasonable value compensation given by the government can coordinate the benefits of the enterprises, fully arouse the enthusiasm of the enterprises in the park to carry out the recycling of wastes, improve the level of the recycling of the wastes in the parks, and reduce the damage to the environment caused by the wastes.(2) Compared with the cooperative disposal model of waste among enterprises in the park, the value compensation scheme of the self-recovery and reuse model of the park enterprise is better than that of the enterprise in the park.
