中国对中亚的公共外交:现状、挑战与方向

Review on Public Diplomacy of China toward Central Asia

中亚毗连中国西部,是"一带一路"倡议构建的核心地区,在中国周边外交中占有特殊而又重要的地位。目前,中国对中亚的公共外交在公共舆论引导、文化品牌打造和传播网络建设等方面已取得了初步成效,智库等民间力量也逐步参与其中。但从公共外交的实施方式和操作形态角度来看,中国对中亚公共外交还存在很多问题和挑战,合作性公共外交需要进一步深化和创新,竞争性公共外交受它国影响较大处于被动局面,危机公共外交发展落后于常态公共外交。对此,中国应明确对中亚公共外交的战略目标和工作思路,紧紧围绕打造中国—中亚利益共同体和命运共同体,在进一步深化合作性公共外交的基础上,积极发展良性的竞争性公共外交,逐步建立健全危机公共外交机制,全面提升对中亚公共外交的效果和水平。

Central Asia is an important region in the "Belt and Road" Initiative development and occupies a special position in the diplomatic relations with China. The development of China’s public diplomacy over Central Asia has important strategic value for deepening political mutual trust, promoting full and pragmatic cooperation and enhancing humanistic exchanges. At present, China’s public diplomacy in Central Asia has achieved initial success in terms of organizational system, communication network and brand building, think tanks and other civilian forces have also gradually participated in it. However, from the implementation mode and operational form of public diplomacy, there are still many problems and challenges for China’s public diplomacy with Central Asia. The cooperative public diplomacy needs to be further deepened and innovated, the competitive public diplomacy is greatly influenced by other countries and is in a passive situation, the crisis public diplomacy lags behind the normal public diplomacy. In the future, China should clear the strategy and plans of public diplomacy in Central Asia, focusing on building a ChinaCentral Asia community of common interests and destiny, further deepening cooperative public diplomacy, developing a healthy and competitive public diplomacy, and gradually establishing and perfecting a mechanism for crisis public diplomacy, so as to comprehensively enhance the effectiveness and level of public diplomacy in Central Asia.
