绵阳市疾病预防控制机构卫生应急能力评估

Assessment of Health Emergency Response Capacity of Mianyang CDC Institutions

目的全面评估绵阳市疾病预防控制机构突发公共卫生事件应急能力,为能力提升提供科学依据。方法在2011年和2015年对绵阳市疾病预防控制中心及其11个县区疾病预防控制中心,共12个疾病预防控制中心的应急能力现状进行问卷调查,调查内容涵盖基本情况、应急预案和应急培训、实验室应急检测能力、应急处置设备和物资。结果绵阳市疾病预防控制机构在人力资源、预案编制、应急培训、实验室检测能力和经费设备物质保障方面均有提升,但仍存在一些问题和薄弱环节。结论绵阳市疾病预防控制机构人力资源不足,且综合素质尚不能满足实际工作需要;编制预案数量较少,应急培训方式正在转变。区县实验室检测能力不足,经费设备物资保障能力较弱。

Objective To assess the response capacity on public health emergencies of Centers for Disease Control and Prevention ( CDC) in Mianyang,analyze the shortcomings and provide scientific references in improving public health emergencies response capacity.Methods A survey were conducted in 12 CDCs of Mianyang city in 2011 and 2015,including basic situation,emergency plan and emergency training, laboratory emergency testing ability,emergency disposal equipment and materials.Results There were obvious improvement obtained in human resources,emergency plan,emergency training,laboratory emergency testing ability and material security by Mianyang CDCs,But some problems and weak links remained.Conclusion The lack of human resources and comprehensive quality cannot meet the actual needs of work.Currently,the emergency plans are rather fewer and the emergency training is changing,and the laboratory testing ability in district and county and the security capacity of funds,equipment and other materials are weak.
