从满文寄信档看“德风乌什哈达互讦案”对清代新疆吏治的影响

The Influence of "Defeng-Wushihada Recrimination Case" on Officials in Xinjiang in the Qing Dynasty

乾隆四十六年(1781),和阗办事大臣德风与领队大臣乌什哈达因隙互讦,是为"德风乌什哈达互讦案"。该案的鞫审,促使清廷决定在新疆重新严格执行当初制定的《回疆善后事宜八条》,这对清代新疆的吏治整顿有着重要影响,但传统文献对此却仅有片段描述。文章通过对《乾隆朝满文寄信档》等新见史料的梳理,探讨"德风乌什哈达互讦案"的始末,并兼及对清代新疆吏治的讨论。

In 1781,one of the more influential historical cases,"Defeng -Wushihada Recrimination Case",resulted in a series of reform measures carried out by the Qing government officials,which failed to produce its due effect.The Qing government instead determined to implement the original Eight Points of Rehabilitation in Xinjiang in the wake of its aftermath.The implementation had important significance in the rectification of official administration.That, however,was recorded in fragments in the traditional literature and was rarely known to the academic circles.This paper,on the latest compilation of published letters and other rare historical materials,examined the Case and discussed meanwhile the the rectification of official administration in the mid Qing Dynasty.
