区域医疗卫生资源配置复合系统双层目标优化模型构建

Construction of Composite System Two-level Target Optimization Model for Regional Medical and Health Resource Allocation

目的:构建科学、可量化的医疗卫生资源配置模型,解决医疗资源配置问题,从而解决区域、城乡医疗卫生资源配置不平衡。方法:基于卫生资源配置中"公平优先、兼顾效率"的原则,从构建公平目标函数与效率目标函数出发,探索医疗卫生资源优化配置模型。结果:通过模型构建方法,建立区域医疗卫生资源复合系统双层目标优化配置模型,并给出具体求解算法。结论:以江苏省为实证区域,提出江苏省医疗卫生资源规划年配置最优方案,验证模型的可行性与科学性,为区域医疗卫生资源配置提供理论依据,缓解老百姓看病难问题。

Objective To construct a scientific and quantifiable medical and health resource allocation model to solve the problem of medical resource allocation,so as to solve the imbalance of regional and urban and rural medical and health resources allocation. Methods Based on the principle of"fairness first,efficiency at the same time"in the allocation of health resources,we explored the optimal allocation model of medical and health resources from the construction of fair objective function and efficiency objective function. Results Through the model construction method,the double-layer target optimization configuration model of the regional medical and health resources composite system was established,and the specific algorithm was given. Conclusion:Taking Jiangsu Province as the empirical region,the optimal plan for the annual allocation of medical and health resources planning in Jiangsu Province is proposed,which verifies the feasibility and scientificity of the model,provides a theoretical basis for the allocation of regional medical and health resources,and alleviates the difficulty of treating the people.
