摘要
农业能否赢得未来竞争,关键在于人才。作为我国农业人才主要集聚地,农业科研院所的人才队伍建设是推动科研院所科技创新的关键,也是实现科技兴农战略、大力实施人才强农战略的核心。选择农业科研院所为对象,采用问卷调查与访谈法,发现农业科研院所在人才激励和评价方面存在职称评审机制不健全、科研成果转化率低等问题,提出建立科学的绩效评价机制、完善收入分配制度等有针对性的政策建议和意见。
The key to winning future competition is talent.As the main gathering place of agricultural talents in China,the construction of talent team in agricultural research institutes is the key to promoting scientific and technological innovation in scientific research institutes,as well as the core of realizing scientific and technological agricultural development strategy and vigorously implementing talent cultivation strategy.Select the objects of agricultural scientific research institute ,and adopt questionnaire survey and interview method.The result showed that there are some problems in the talent motivation and evaluation of agricultural scientific research institutes, such as the imperfect evaluation mechanism of professional title and low conversion rate of scientific research achievements. Put forward to establish scientific performance evaluation mechanism,improve the income distribution system and other targeted policy recommendations and opinions.
