摘要
大学管理是当今世界高等教育研究的热点。德国大学经历了三种管理模式的时代变迁:传统上的国家和教授双元管理模式;20世纪60年代的集体决策模式;20世纪90年代以来的利益相关者共同治理模式。德国大学管理的变迁体现着时代对大学的要求,是不同利益相关者相互博弈的过程,其中体现着权力的相互制衡与监督的理念,这符合现代大学管理的精神。
University governance is a worldwide hot topic in the research of higher education. German universities have diachronically undergone three waves of transformation in terms of the governance model: Traditional "dual management model"; "collective decision-making model" in the 1960 s; and all-stakeholder-in model since the 1990 s. The switch of management model in German universities reflects the demands of the times on universities and is the process of Game Playing amongst different stakeholders, which embodies the concept of checks and balances of power and supervision, and is also in line with the spirit of modern university governance.
