路径依赖视角下深层次市场化改革的困境与突破——兼论振兴东北的制度供给

Dilemma and Breakthroughs in Deep Market Reform from the Perspective of Path Dependence and the Institution Supply of Revitalize Northeast Region

市场化改革进程孕育着"中国奇迹"的诞生,但当中国经济进入新常态以来,区域间增长不平衡现象愈加突出。区域间经济增速差异背后原因是区域间市场化发展水平不一致的结果,市场化水平决定经济增长的长期潜力,长期依靠政府干预推动的市场化改革将会形成对政府干预的路径依赖,不利于获得经济增长的长期动力。现阶段必须从传统模式下对政府干预的路径依赖转变为对市场机制的路径依赖,重振市场化改革,突破深层次改革的制度性障碍,依靠市场机制发挥对资源配置基础作用,进而获得经济增长的最大潜力。

The process of marketization reform breeds the birth of the " Chinese miracle". However,since China’s economy has entered the new normal,the unbalanced growth among regions has become increasingly prominent. The reason behind the regional economic growth difference is the result of the uneven development of the market. The market level determines the long-term economic growth potential. The market-oriented reform,driven by the government intervention,will lead to the path dependence on the government system and policy,which is not conducive to the long-term impetus of economic growth. It is necessary to change the path dependence of government intervention into the path dependence of the market mechanism under the traditional mode,revitalize the market reform,break through the institutional obstacles of the deep reform,and rely on the market mechanism to exert the greatest potential to restore the economic growth with the basic role of resource allocation.
