国家治理现代化视角下构建空间规划体系的着力点

The Focus of Space Planning from the Perspective of National Governance Modernization

中共中央关于《深化党和国家机构改革方案》提出组建自然资源部,由其统一行使所有国土空间用途管制和生态保护修复职责,建立空间规划体系并监督其实施。这一改革是推进国家治理体系和治理能力现代化的重要举措,同时也是"绿水青山就是金山银山"发展理念的重要体现。本文从国家治理现代化的角度,结合空间规划改革的背景,提出构建促进国家治理现代化的空间规划体系须重点从明确多规协同事权范畴、构建垂直的规划体系、完善自然资源保护机制、搭建空间规划全覆盖的信息平台等方面着手。

The Central Committee of the Communist Party of China on "Deepening reform of Party and state institutions"proposed to set up the Ministry of Natural Resources,which should not only take the responsibility of controlling all the land use and ecological protection and restoration,but also be responsible for space planning and supervising its implementation.This reform is an important measure to promote the modernization of the national governance system and governance capacity as well as an important embodiment of the development concept of "lucid waters and lush mountains are invaluable assets."Based on this reform,this paper,from the perspective of national governance modernization,puts forward that the construction of a spatial planning system promoting the modernization of national governance should focus on the following aspects:clarifying the scope of multidisciplinary coordination,constructing a vertical planning system,improving the mechanism of natural resources protection,and building a platform for space planning with a full coverage of information networks.
