摘要
公务员考核制度是我国公务员制度深入发展的重要方向。随着公务员考核制度动力机制和框架体系的不断完善,强制性变迁成为公务员考核制度的重要特征。公务员考核制度的路径选择,既需要关注顶层制度设计,也需要关注制度框架的关键点设计,因此,实现公务员考核制度化及其有效性提升,需要在顶层制度设计和制度框架关键点设计方面进行相应的转变和改革。
The civil servant assessment system is an important direction for the in-depth development of the civil servant system in China.With the evolution of the civil servant assessment system,the continuous improvement of the dynamic mechanism and framework,the mandatory institutional changes have become an important feature of its institutionalization.The path choice of this system is not only need to reform the design of top institution,but also need to focus the design of critical points in the institutional framework.Therefore,we shall continuously make effort to realize the balance between institutionalization and effectiveness improvement of performance assessment and make transition and even reform if necessary.
