A Summary of the Research on the Reform of the State Supervision system

国家监察体制改革是完善中国特色监察体系的重要组成部分。总体来看,学界对国家监察体制改革的研究主要从权责配置、组织架构及改革过程中相应配套措施的跟进三方面展开。其中,权责配置是从监察委员会自身监察权的视角展开论述的,组织架构是从监察委员会的内部设计及其与外部组织的权力关系展开论述的,配套措施是从监督制约、法律调整与人事安排三个视角展开论述的。从研究进度来看,目前还处于初始阶段,仍存在一些不足之处,需要在去理想化、人员转隶、防止"灯下黑"和地方间相互学习借鉴等微观层面进一步深入。

the reform of the state supervisory system is an important part of perfecting the supervisory system with Chinese characteristics.In general,the academic research on the reform of the state supervision system can be divided into two aspects according to the system elements:the allocation of power and responsibility and the organizational structure. In addition,the reform is not carried out alone,and the corresponding supporting measures follow up in the process.Among them,the allocation of power and responsibility is discussed from the perspective of its own supervisory power;the organizational structure is studied from the internal design of the National Supervisory Committee and the power relationship between it and the external organizations;the supporting measures are to supervise and restrict,Legal adjustment and personnel arrangement these three angles of view.From the point of view of the progress of the research,The former is still in the initial stage,there are also some shortcomings,need to be idealized,personnel transfer,to prevent "under the lamp black"and the local mutual learning from each other to continue to supplement the micro level.
