The Difficulties and Countermeasures of the New Rural Construction in the New Era

社会主义新农村建设政策实施以来,我国农业生产获得了长足发展,农村的面貌焕然一新,农民的物质文化生活水平得到了较大改善,这为我国未来农村治理奠定了良好的基础。但是,我们通过调研发现,广大农村仍然存在建设资金缺乏、基础设施不完善、公共服务未及时跟进等问题。党的十九大提出实施乡村振兴战略,我国农业、农村、农民迎来了新的发展机遇,因此,我们应从以人民为中心的理念出发,对农村进行全面规划改造、推动城乡一体化、建立农村产业体系、不断优化基层民主管理和文化建设,从而推动"三农"问题的全面解决。

Since the implementation of the policy of socialist new rural construction,China’s agricultural production has made considerable progress. the rural area has acquired a completely new outlook,the material and cultural level of farmers has been greatly improved,which laid a good foundation for our governance in the future. However,according to our surveys,there are still some problems in the rural areas,such as deficiency of construction fund,inadequate infrastructure, and the absence of public services. The 19 th National Congress of the Communist Party of China put forward the strategy of Rural Revitalization,which is new development opportunities to China’s agriculture,rural areas and farmers. Therefore,we should start from the concept of People First,carrying out comprehensive planning and transformation of rural areas, promoting the integration of urban and rural areas,establishing rural industrial system,constantly optimizing democratic management and cultural construction at the grass-roots level,so as to promote the comprehensive solution of the "three rural issues".
