日本甜菜制糖业的有效管理及其启示

Effective Management of Japanese Sugar Beet Industry and Its Enlightenment

日本甜菜制糖业经过140多年的发展,具有国际先进水平。通过分析日本甜菜糖业的有效管理,可以发现在食糖贸易方面,日本对进口原糖征收高额关税,保护本国的食糖产业;在食糖定价方面,综合考虑了糖农利益、糖厂利益、消费者利益;在甜菜生产方面,种植采用纸筒育苗移栽技术,实现了甜菜生产全过程机械化;在甜菜收购方面,实行以质论价,按甜菜含糖率确定价格。借鉴日本甜菜制糖业的成功经验,提出了中国甜菜制糖业发展的产业政策、甜菜生产与管理等建议。

Japanese sugar beet industry has international advanced level after more than 140 years' development.Through the analysis of its effective management,it is found that high tariffs are collected on imported raw sugar to protect the Japanese sugar industry,the interests of farmers,sugar mills and consumers are taken into account to dertimine the sugar price,the transplantation technique of paperpot seedling is applied in sugar beet cultivation,mechanization is realized in the whole process of sugar beet production,sugar beet purchase price is determined according to the sugar content.Based on successful experience of sugar beet industry in Japan,the policies of the development of sugar beet industry in China are put forward.
