摘要
目的医院健康教育工作是现代医学发展的必然趋势,也是实现健康中国的重要途径。绩效考核是全面评估实际工作效果的最佳手段。本研究探讨优劣解距离法(technique for order preference by similarity to an ideal solution,TOPSIS)和秩和比法(rank-sum ratio,RSR)在乌鲁木齐市属医院健康教育绩效考核中的应用,旨在为医院健康教育绩效考核指标能效提供综合评价依据。方法收集并整理乌鲁木齐市属7家医院2017年绩效考核评估得分,应用TOPSIS法和RSR法进行综合分析评价。结果 TOPSIS法评价结果显示,优劣排序依次为乌鲁木齐市第一人民医院,Ci=0. 824;乌鲁木齐市中医院,Ci=0. 701;乌鲁木齐市妇幼保健院,Ci=0. 204;乌鲁木齐市第四人民医院,Ci=0. 102;乌鲁木齐市口腔医院,Ci=0. 037;乌鲁木齐市眼耳鼻喉医院,Ci=0. 015;乌鲁木齐市友谊医院,Ci=0. 007。应用RSR法将各医院评价结果分为3档,上档为乌鲁木齐市第一人民医院和乌鲁木齐市中医院,中档为妇幼保健院、第四人民医院、口腔医院和眼耳鼻喉医院,下档为乌鲁木齐市友谊医院。结论 TOPSIS法结合RSR法评价乌鲁木齐市属医院健康教育工作综合绩效,两者整体上完全一致,在统计分析方法上较好的解决了两者应用的局限性,评价结果与实际情况相符,较好解决了评估得分的客观科学性。
OBJECTIVE Hospital health education is an inevitable trend in the development of modern medicine,and it is also an important way to realize healthy China. Performance appraisal is the best way to fully evaluate the actual work results. This article provides a comprehensive evaluation basis for the energy efficiency of hospital health education performance assessment indicators. METHODS The performance assessment scores of 7 hospitals in Urumqi were evaluated by the technique for order preference by similarity to an ideal solution( TOPSIS) and rank-sum ratio( RSR) methods in 2017. RESULTS The results of TOPSIS showed that the ranking orders of the 7 hospitals successively were the First People’s Hospital of Urumqi City( Ci = 0. 824),Urumqi Hospital of traditional Chinese medicine( Ci = 0. 701),Women and Children’s Hospital of Urumqi City( Ci = 0. 204),the Fourth People’s Hospital of Urumqi City( Ci = 0. 102),Stomatological Hospital of Urumqi City( Ci = 0. 037),Urumqi Hospital of Ophthalmology and Otolaryngology( Ci = 0. 015) and the Urumqi Friendship Hospital( Ci = 0. 007). With application of RSR method,the hospitals were divided into three grades,the First People’s Hospital of Urumqi City and Urumqi Hospital of traditional Chinese medicine were in the upper grade,the Urumqi Friendship Hospital was in the lower grade,and the other four hospitals were in the middle grade. CONCLUSIONS Using TOPSIS combined with RSR to evaluate the comprehensive performance of health education work of Urumqi municipal hospitals,it can solve the limitations of their application in the statistical analysis method with evaluation results consistent with the actual situation. It also can solve the objective evaluation score,and steadily improve the quality of work performance appraisal has better promotion value.
