健康中国战略引领下的大型公立医院发展分析

Development of large public hospitals in the view of Healthy China

目的:以健康中国战略为指引,结合效率评估,为大型公立医院发展建设提供参考。方法:在文献复习的基础上,采用数据包络分析(DataEnvelopmentAnalysis,DEA)模型,测量并分析在两种公开发布的医院排行榜居前20位的医院综合运行效率。结果:中国医学科学院医院科技影响力排名与相应DEA评分排名存在差异,有6家(30%)医院DEA有效即投入产出为理想规模;复旦医院管理研究所医院综合影响力排名与相应DEA评分排名也存在差异,3家(15%)医院DEA有效即投入产出处于理想规模。结论:新形势下,大型公立医院应将科学管理作为新的增长点,提供优质、透明化服务,进一步完善分级诊疗的内容和形式,依托现代科技打造多功能健康服务综合体,辐射欠发达地区,为人民群众努力提供安全、优质、高效的健康保健服务。

Objective To provide reference for the development of large public hospitals by the strategy of Healthy China and efficiency evaluation. Methods On the basis of literature review,the data envelopment analysis model was used to measure and analyze the overall operational efficiency of the top twenty hospitals in the two publicly released hospital rankings. Results There were differences between the ranking of scientific and technological influence of Academy of Chinese Medical Sciences and the DEA ranking. There were 6( 30%) hospitals which were effective,namely,the scale of input and output was ideal. There were differences between the ranking of comprehensive hospital influence of Fudan Hospital Management Institute and the DEA ranking,too. There were 3( 15%) hospitals which were effective,namely,the scale of input and output was ideal. Conclusions Under the new circumstances,large public hospitals should place particular emphasis on the management efficiency which was a new growth point. Quality and transparent services and the content and form of grading treatment should be improved. Meanwhile,they could develop health service complex to serve people from the less developed areas and provide safe,high-quality and efficient health service by modern science and technology.
