以妇幼健康项目实施推进分级诊疗制度落实的实践

Practice of promoting the implementation of hierarchical diagnosis system:based on the implementation of women and children's health project

目的了解扬州市妇幼保健院探索以开展妇幼健康服务项目为抓手,扎实推进分级诊疗工作落实的运行模式。方法扬州市妇幼保健院借助妇幼联合体平台,对幼儿髋关节发育不良筛查、儿童孤独症早期筛查、围产期营养干预等项目进行了分级服务探索。结果妇幼健康项目的分级实施,提高了目标疾病的早发现、早诊断、早干预率。结论通过帮助基层筹建科室、培训人员、规范技术标准、完善转诊制度,使妇幼健康项目实现了在基层筛查、县级确诊、市级干预治疗,建立起以强基层为重点的市县乡三级服务模式,提升了妇幼健康服务的可及性和资源利用效率,改善了群众满意度。

Objective Yangzhou has explored a typical pathway of exploring maternal and child health projects as the starting point and effectively promoting the construction of the hierarchical diagnosis system.Methods Yangzhou women and children's health care hospital with the help of medical association platform carried out screening of developmental dysplasia of the hip (DDH), early screening for autism,perinatal nutrition intervention,and carried on the exploration of hierarchical diagnosis.Conclusions By helping the grass-roots hospital establishing the departments,training staff,standardizing technical standards and improving the referral system,the project achieved screening at grass-roots hospitals,diagnosis at county-level hospitals,and intervention and treatment at municipal hospitals.A three-tier service model focusing on strengthening the grass-roots level in cities,counties,and townships was established.It improved the rate of early detection,early diagnosis and early intervention of target diseases,improved the accessibility of women and children's health services and the efficiency of resource utilization,and improved the satisfaction of the public.
