摘要
铁路危险品专用线建设项目由于其自身建设、运营的特点,投入运营后如何保证安全和高效是政府安全监管部门、铁路运输企业和货主关注的重大问题。铁路危险品专用线建设项目安全验收评价是保证建设项目交付质量、降低铁路危险品专用线投入运行后事故发生率的有效措施。研究提出了铁路危险品专用线建设项目安全验收评价的工作内容、工作流程,确定了可用于铁路危险品专用线建设项目安全验收评价的主要技术和评价方法。
Due to the construction and operation peculiarities of the special railway line construction project of haz-ardous articles,it has drawn great attention from government safety supervision department,railway transportationenterprises and the article owners about how to ensure its safety and efficiency after operation. Safety acceptance eval-uation is an effective measure to guarantee the delivery quality of the construction project and reduce the accidentrate after the operation of the special railway line. The work content and work flow of safety acceptance evaluation arestudied,and the available main techniques and evaluation methods are determined.
