我国与南非化妆品标签的比对研究

Comparative Study of Cosmetic Label between China and South Africa

本文通过比较我国与南非的化妆品法规中"标签"的使用要求,发现中-南在化妆品容器表述、压力容器特殊要求、保质期、试用装等方面存在不同,建议在未来新修订化妆品通用标签法规时更多采用ISO 22715标准,在标签的加贴部位等作详细说明或给出图例,从而使我国的化妆品通用法规更适应国际进出口贸易趋势。特别是对于进军非洲市场的化妆品产业,在严格参照我国法规生产的同时,还需要积极参照南非的化妆品标签法规,从而降低被召回或拒绝入关的风险。

This article compares the requirements for the use of "Iabels"in the cosmetics laws between China and South Africa,finds out that there are differences between China and South Africa in terms of expression of cosmetics containers,special requirements of pressure vessels,shelf life and sample packs.It is suggested that the terms of ISO 22715 standard can be used to specify the new regulations on cosmetics labeling in the future:Meanwhile,the label attachment parts are explained in detail or illustrations are given,so that China's cosmetics general regulations can adapt to the trend of international integration.Especially for the cosmetics industry entering the African market,while strictly referring to China's laws and regulations,it also needs to actively take part in South Africa's cosmetics labeling regulations,so as to reduce the risk of being recalled or refused to enter the customs.
