摘要
海绵城市的规划、设计、考核评估多以实现一系列关键的管控指标为目标,以保持"自然"特征,取得期望效果。目前我国海绵城市建设存在困境的根源在于对关键技术参数理解不足,从而导致普遍的指标分解依据不足,方案缺乏说服力,与专项规划也不好衔接。介绍了新西兰奥克兰的水健康雨水管理实践和核心指标,并对我国雨水管理指标年径流总量控制率与奥克兰的年降雨场次控制率进行对比分析。结合参与的海绵城市项目,认为应进一步加强对海绵城市建设过程中的关键参数理解和指标体系的改进,提出宜将我国的年径流总量控制率更新为雨量控制率,同时引导各地科学合理地采纳生态缓排、峰值控制指标。
Sponge city planning,design and assessment are mostly aimed at achieving a number of key management and control indicators,which are expected to represent "natural"characteristics.At present,the root of the predicament of sponge construction in our country lies in the inadequate understanding of the key parameters,which leads to the insufficient basis of general index decomposition,the lack of convincing scheme,and poor connection with the specialized plan.This paper introduced the practice and core parameters of healthy rainwater management in Auckland,New Zealand,and compared the volume capture ratio of annual runoff in China with annual rainfall control rate in Auckland.Combined with experiences from sponge city projects,it was suggested that the understanding of the key parameters and the improvement of the index system should be further strengthened.It was suggested that the volume capture ratio of annual runoff should be updated to the annual rainfall control rate,and the extended detention volume and peak discharge volume index should be adopted scientifically and rationally.
