摘要
突发事件严重影响社会安全稳定和人们日常生活,必须统筹好各类技术手段,开展以抢救生命、阻止伤害、保护财产和环境为目的突发事件处理工作。本文以突发事件应急处理系统研究为依托,分析了突发事件应急处理过程中用到的数据类型、工作流程和应用范围,提出了突发事件应急处理系统设计原则,设计了系统的框架结构和功能模块;在此基础上,实现了河南省突发事件应急处理系统,旨在为突发事件的影响、指挥和辅助决策工作提供技术支持。
Emergencies seriously affect social security and people's daily life.It is necessary to manage all kinds of technical means in order to deal with emergencies such as saving lives,preventing injuries,and protecting property and environment. Based on the study of emergency response system,the data type,workflow and application in the emergency handling are analyzed.Besides the design principle of emergency response is proposed and the system structure and function module are designed. On this basis,the Henan Emergency Response System is developed to provide technical support for the assistant decision-making of emergency.
