加强党的领导与行业协会法人治理相融合研究

The Integration of the Party Leadership and the Industry Association Corporate Governance

中国特色社会主义进入新时代,立足新的时代条件和实践要求,围绕党和国家相关政策精神和重大部署,尤其是十九大提出坚持和加强党的全面领导要求,行业协会需要加强党的领导,完善法人治理,走中国特色现代社会组织发展之路。立足于中国治理现实,结合行业协会改革发展的实际,本文研究分析了加强党的领导与行业协会法人治理相融合的逻辑机理,在此基础上,基于嵌入型理论提出"目标—组织结构—运行机制"理论框架。据此,加强党的领导和行业协会法人治理相融合可以在目标、组织结构、运行机制三个层面实现党的领导与行业协会价值目标的统一,党的领导与行业协会法人治理组织结构的嵌构,党的领导与行业协会法人治理决策、执行、监督运行机制的融合。

While the Socialism with Chinese characteristics has entered a new era,the industry associations need to strengthen the party's leadership,improve the corporate governance,and put forward the development of modern social organizations with Chinese characteristics,by basing their work on the new conditions 'of the new developmental era and the newrequirements of practice,focusing on the spirit and major arrangements of the relevant policies of the party and the state,especially the requirement of upholding and strengthening the party's overall leadership put forward at the 19th CPC national congress.Starting from the reality of China's social governance,in combination with industry association reform and development,this study analyzes the logical mechanism of the integration of party leadership and industry association corporate governance,and proposes the theoretical framework of "goal-structure-operation mechanism"based on the embedded theory. Therefore,the integration of party leadership and industry association corporate governance can be achieved through the three aspects of the proposed framework,to realize the unity of the leadership of the party and industry association value target,the leadership of the party and the industry association embedded structure of corporate governancestructure,the leadership of the party and the industry association corporate governance decisions,execution,and supervision mechanism.Further explorations in practice are expected to be conducted by following this path.
