基于生态控制的城市开发边界与生态保护红线“两线合一”划定方法研究

Study on Delineation Method of Urban Development Boundary and Ecological Protection Red Line Based on Ecological Control by "Two Lines in One"

科学划定生态保护红线与城市开发边界,是推动城市发展由外延扩张式向内涵提升式转变的重要途径。论文在对城市开发边界划定试点城市划线方式分类研究的基础上,基于生态安全格局理论和生态适宜性分析,以北京城市副中心的"两线合一"划定为例,提出"守住底线,总量控制,留有余地"的生态控制型城市开发边界与生态红线"两线合一"的划线方法。

Scientifically delineating the red line of ecological protection and the boundary of urban development is an important means to promote the transformation of urban development from extension to connotation promotion.On the basis of the classification of urban development boundary delimitation pilot cities,based on the theory of ecological security pattern and ecological suitability analysis,and taking the "two lines in one"delimitation of Beijing city deputy center as an example,this paper puts forward the ecologically controlled urban development boundary and ecology based on "holding the bottom line,controlling the total amount,leaving room for the delimitation of urban development boundary"and the red line "two lines in one"marking method.
