恐怖主义是当前全球面临非传统安全威胁的典型代表。从非传统安全威胁看恐怖主义的衍生及根源,客观研判我国面临恐怖主义的形势挑战。情报信息工作是反恐怖工作的关键,情报信息工作效率的高低,直接影响对恐怖事件的侦查、防范与处置工作。通过考察反恐情报信息在我国《国家安全法》《反恐怖主义法》《国家情报法》中的法源依据及现实意义,提出科学把握恐怖活动人员可疑迹象与行为特征情报信息;建立健全反恐怖情报信息工作机制;深化反恐情报信息搜集、研判与情报侦查打击职能;坚持全民反恐、群防群治,积极发动群众举报涉恐情报线索等应对措施。

Terrorism is a typical representative of the current global non-traditional security threats.According the root and develop of terrorism from non-traditional security threats to judge the challenges of terrorism objectively.Intelligence information work is the key to anti-terrorism,its efficiency directly affects the investigation,prevention and disposal of terrorist incidents.By investigating the legal basis and practical significance of counter-terrorism intelligence information in National Security Law,Antiterrorism Law and National Intelligence Law,it is proposed to scientifically grasp the intelligence about suspicious signs and behavioral characteristics of terrorist personnel; establish anti-terrorism intelligence information working mechanism;deepen the functions of collection,research,investigation-cracking;adhere to the national anti-terrorism actively.
