中国农村土地流转价格形成机制的比较分析 被引量:12

摘要 "三农"问题一直是国家关注的焦点,党的十九大报告明确指出,深化农村土地制度改革。完善农村土地流转机制是深化农村土地制度改革的重要内容,而土地流转价格机制形成的前提是产权明晰,因此土地确权是农村土地制度改革的关键。目前,中国农村地区主要有流转双方自主协议定价、土地需求者竞拍定价、土地流转中介机构估价、政府指导参考定价4种模式。中国农村土地流转价格形成机制应从以下几个方面加以完善:首先进一步完善土地确权工作,然后建立统一的土地供求信息平台,最后实行政府指导、市场定价的农村土地流转价格形成机制。 The issue of "agriculture,rural areas and farmers"has always been the focus of the central government.The report of the 19th National Congressclearly pointed out deepening the reform of rural land system.Improving the rural land transfer mechanism is an important part of deepening the reform of the rural land system.The premise of the land transfer price mechanism is that the property rights are clear.Therefore,land confirmation is the key to the reform of the rural land system.At present,there are four land transfer price formation mechanisms in our rural areas,such as the pricing of independent agreements between the two parties,the auction pricing of land demanders, the valuation of land transfer agencies,and the pricing of government guidance.Rural land transfer price formation mechanism should be improved from the following aspects'.Firstly,further improve land confirmation work.Then establish a unified land supply and demand information platform.Finally,implement a set of government guidance, market pricing of rural land transfer price formation mechanism.
