摘要
1956年全行业公私合营之后,企业治理结构实现变革,其变革的主要内容之一就是重建企业内部结构,即调整企业内部公私管理人员的配置。根据中央"量才使用辅以必要照顾"的总方针,资方原有管理层的人员大部分在合营企业得以适当安置。然而,在合营企业内部,公私关系却因双方身份和地位的不同、经营管理方法的分歧等因素而导致诸多问题。针对这些状况,上海市政府采取了对资方加强政策教育、明确公私方权责与建立健全各种制度、加强交流与实行民主监督等措施,在一定程度上改善了公私关系。
After the joint state-private ownership of the whole industry in 1956,the enterprises governance structure changed.One of the main contents of the reform is to rebuild the internal structure of the enterprise,that is,the allocation of public shares and private shares of executives.According to the general policy of the central government,most of the personnel arrangements of the original management can be properly arranged in the joint enterprises.However,within the joint enterprises,there were many problems in the state-private relations because of the differences of status and management methods between the two parties.In response to these situations,the Shanghai government had taken measures to strengthen policy education for the capitalists,clarify the rights and responsibilities of the public and private,establish and improve various systems,strengthen exchanges and implement democratic supervision and so on,which improved state-private relations to a certain extent.
