基于改进Shapley模型的社会源危险废弃物治理费用分配研究

A Study on the Fee Allocated in Governance of Social Hazardous Waste Based on the Improved Shapley Value Method

社会源危险废弃物治理不当会对人体、环境带来严重的危害,但较高的治理成本、较低的回收价值令多数企业无力承担。文章分析了社会源危险废弃物治理现存的问题,界定社会源危险废弃物治理过程中各主体责任。在传统Shapley模型的基础上,运用AHP法构建考虑责任完成性指标、主体议价能力指标以及符合性指标的改进模型,并研究区域内社会源危险废弃物治理费用算例。结果表明,该模型计算简便,操作性强,使费用分配更加公平合理。

The social hazardous waste which was improper disposal will bring serious harm to the human body and environment.However the low residual value and the high cost of disposal make the manufactures don't have the ability to dispose the hazardous waste.In this paper,the current situation and existing problems of social hazardous waste management are analyzed,then it clarifies the responsibilities of each main bodies which take part in the social hazardous waste management.Based on the traditional Shapley model,the analytic hierarchy process (AHP)is used to construct an improved model.In this model the responsibility completion index,subject bargaining power index and conformance index are taken into consideration.What's more,a case was used to show the rationality of the model.The results show that the model is easy to operate,and operable in some way,it can also make the distribution more fair and reasonable.
