俄罗斯“东向战略”下日俄经济外交和经济关系的调整

Economic Diplomacy and Adjustment of Japan-Russia Economic Relations under the Eastward Strategy of Russia

在西方对俄罗斯制裁和俄罗斯反制裁的背景下,俄罗斯转换固有的外交思维方式,深度调整经济外交战略,从长期以来一直奉行的欧洲优先经济外交战略转为实施面向亚太尤其是东亚地区的"东向战略",其中,俄日经济合作关系是俄罗斯实施该战略的重点之一。俄罗斯希望通过开展积极的经济外交和改善对日经济关系,达到强化与日本经济合作的目的。而日本则试图以经济外交促进经济合作来拉动日俄关系前行。从发展趋势看,日俄两国改善经济关系和加强经济合作的总基调不会改变,双方将不断寻求推动经济外交与经济关系向前发展的契合点。

In the context of Western sanctions against Russia and Russia's anti -sanctions,Russia changes the inherent diplomatic thinking way and adjusts the economic diplomacy strategy deeply.Formerly Russia has given priority to Europe for a long time.However,the economic diplomacy strategy of Russia has turned to Eastward Strategy which focuses on the Asia-Pacific region,especially East Asia.To implement this strategy,one of the priorities is adjusting Russia -Japan economic relations.Russia hopes to strengthen economic cooperation with Japan through active economic diplomacy and improvement of economic relationship with Japan.Meanwhile,Japan is also trying to promote the development of economic cooperation and make Japan -Russia relations move on through economic diplomacy.From the perspective of development trends,the overall tone of improving economic relationship and strengthening economic cooperation between Japan and Russia will not be changed.Both Japan and Russia will continue to seek a conjunction point to improve economic diplomacy as well as economic relations.
