北海道区域经济振兴的理论探析与当前政策实践

Theoretical Analysis of the Hokkaido's Regional Economic Revitalization and Current Policy Practice

经济复苏相对缓慢、区域贸易规模有限以及对财政输血过度依赖是当前北海道经济发展状况的集中体现。基于对北海道区域经济振兴的理论探析可以得出,丰富的自然资源和低廉的劳动力所形成的特定产业发展的比较优势只是北海道区域经济振兴的必要条件,而建立在产业竞争力基础上的资源转换能力,即推动当地资源优势向产品服务优势再向市场优势转换的能力,则是北海道区域经济发展与振兴的充分条件。近年来,北海道地方政府开始更多地把地方自主努力与地方可持续发展作为实现区域经济振兴的基本方针,并在产业政策的实施层面,正从单纯发挥区域资源禀赋的比较优势开始转向培育区域产业发展的竞争优势,通过出台并实施提升区域人力资本、产业附加值、技术创新实力、医疗保健服务与节能环保水平等一系列政策举措,推动区域经济振兴。

The relatively slow economic recovery,limited re on fiscal transfusion are the concentrated manifestations of gional Hokk trade scale and excessive dependence aido's current economic development. Based on the theoretical analysis of the Hokkaido's regional economic revitalization,the comparative advantage of specific industrial development which formed by abundant natural resources and low labor costs are merely necessary condition for the revitalization.However,the ability to transform resources based on industrial competitiveness,that is,to promote the transformation of local resource advantages to product and service advantages and to market advantages,is a sufficient condition for the Hokkaido's regional economic vitalization.In recent years,the Hokkaido local government began to put more efforts on local autonomy and sustainable development as the b beginning to shift from using the comparative petitive advantage of regional industrial deve asic policy for the regional economic revitalization,as well as advantage of regional resource endowment to cultivating comlopment at the implementation level of industrial policy.By introducing and implementing a set of policies which include to enhance regional human capital,industrial added value,technological innovation,health care services,energy conservation and environmental protection,Hokkaido has achieved certain results in promoting its regional economic revitalization.
