新疆绿色金融发展与产业结构优化升级——基于灰色关联模型

Xinjiang’s Green Finance Development and Industrial Structure Optimization and Upgrade——Based on Grey Relational Model

十九大报告指出,要“构建市场导向的绿色技术创新体系,发展绿色金融,壮大节能环保产业、清洁生产产业、清洁能源产业。”新疆作为首批建设绿色金融改革创新实验区,发展绿色金融,不仅能充分发挥建设绿色丝绸之路的示范作用,同时助推新疆供给侧结构性改革,促进新疆经济快速升级转型。本文对我国绿色金融促进产业调整机制进行了梳理,总结了新疆辖内银行业在绿色金融领域取得的成效,探索了绿色金融支持三大产业优化升级路径,通过构建灰色关联模型对新疆2009-2016年绿色金融与产业结构关联度进行实证分析,结果表明绿色信贷对新疆产业升级具有显著的积极作用。

Xinjiang is the first batch of green financial reform and innovation experimental zones to be developed. Green finance can not only give full play to the demonstration role of the construction of the Green Silk Road, but also boost the structural reform of the supply side in Xinjiang and promote the rapid economic transformation and transformation of Xinjiang. This paper sorts out China’s green finance promotion industry adjustment mechanism, summarizes the achievements of the banking industry in Xinjiang in the green finance field, explores the optimization and upgrade path for green finance to support the three major industries, and constructs a grey relational model for Xinjiang 2009-2016. The empirical analysis of the correlation between green finance and industrial structure in the year shows that green credit has a significant positive effect on industrial upgrading in Xinjiang.
