A Study on Institutional Mechanism for Resolving People’s Reasonable Petitions Promptly and Locally

体制机制在一定时期内具有较强的稳定性,信访矛盾化解的体制机制是及时解决群众合理诉求的一种综合性长效措施。在当前社会矛盾凸显时期,化解社会矛盾、维护社会稳定更需要进一步强化信访矛盾化解的体制机制建设,让信访成为群众合理维权的渠道。本文重点围绕及时就地解决信访矛盾机制的实践探索和存在的问题,以及对理论和现实意义进行系统研究,并对下一步完善及时就地解决群众合理诉求的体制机制提出了对策建议。

A institutional mechanism remains relatively stable within a certain time period and the institutional mechanism for resolving conflicts and controversies in public complaints and proposals is a comprehensive and persistently effecitve measure to promptly solve people's reasonable petitions. In the current period when social conflicts appear significant,it has become more necessary to further strengthen the effort to building the institutional mechanism for resolving conflicts in public complaints and proposals in order to eliminate social conflicts and sustain social stability,and to make public complaints and proposals a channel for people to protect their rights rationally.This essay focuses on practical exploration of and problems existing in the mechanism for resolving conflicts in public complaints and proposals promptly and locally,as well as systematic research on theoretical and realistic significance of the mechanism,and also advises countermeasures to further improve the institutional mechanism for settling conflicts in public complaints and proposals promptly and locally.
