摘要
税务公务员管理在新时代下存在新课题,必须坚持问题导向、目标导向、效果导向相统一,以改革创新的办法破解难题。从国际上看,各国税务部门的公务员管理注重强化核心价值,严格考核,强化激励,重视人员素质提升及人力资源问题研究。这启示我国税务部门应从管理理念、政治建设、干部选任、教育培训、干部考核、激励约束、职能发挥等方面,进一步改进公务员管理工作。
Tax civil servant management has new problems in the new era.We must adhere to the issueoriented,goal-oriented,and effect-oriented unity,and solve the problem by reform and innovation.From an international perspective,civil servant management in tax departments of various countries focuses on strengthening core values,strictly assessing,strengthening incentives,and attaching importance to personnel quality improvement and research on human resources.This shows that China's tax departments should further improve the management of civil servants from the aspects of management philosophy,political construction, cadre selection,education and training,cadre assessment, incentives and constraints,and functional roles.
