城市住宅区消防安全现状及关键因素分析——基于杭州市居民的调查

Urban fire safety situation in the residential areas and the key related testing factors——based on a survey of Hangzhou residents

近年来,随着消防安全责任制的进一步落实和火灾隐患排查整治的持续开展,全社会对城市住宅区消防安全问题的关注度日益增加。通过对杭州市居民(常住人口)、消防队负责人及小区物业工作人员的调查、访谈及数据收集,采用列联分析、因子分析等统计方法,分析了杭州市城市住宅区消防安全问题的关键影响因素。结果表明,居民防范主动程度、建筑特性和各部门消防安全责任是影响杭州市住宅区消防安全的关键因素,要加强杭州住宅区消防安全还需居民、消防部门和社会各界的共同努力。

This paper is aimed at providing a fire control sample over the key factors in the urban residential areas through an investigation and questionaire interview,including the different categories of residents and the responsible leading members of the fire extinguishing departments in Hangzhou.For the said purpose,we have collected and analyzed the principal related factors influencing the fire safety of the said residential areas.As a result,we have gained the following study findings:First of all,we have found that there exists a certain positive correlation between the status-in-situ of the home fire device installation and the floor residents who are living in.It indicates that the overall situation of the home fire prevention installation in Hangzhou turns out at a rather lower level with a comparatively poor fire-prevention and fighting awareness.And,secondly,there exist 3 main factors among the residents influencing the initiative fire disaster prevention,that is,the architecturally constructive features,the sense of fire safety responsibility of the different departments at all levels of the city,of which the sense of initiative prevention of the residents themselves in firefighting and prevention is supposed to play the most significant role.At the same time,the building structural feature and the sense of the fire safety responsibility of all the corresponding departments should be taken as the equally important factors or causes.Therefore,the residents themselves should be made aware of an urgent sense of responsibility to upto-date,or,at least,try to improve their own household firefighting and prevention devices by regularly and gradually substituting of the out-of-dated household installations and appliances with the new uptodate ones.They have to be aware that firefighting is not merely the responsibility of the firefighters,but also of their own.All the residents,men or women,old and young,should be keeping in mind that fire prevention and fighting are their own duties.Everybody has to learn more or less on how to prevent fire disaster,improve self-rescue skills,and work together to create a healthy community life of harmony.In addition,all the collective and state property owners and protective staff members should also strengthen their own sense of responsibility to protect the safety of the community by preventing fire disaster so as to provide a safety and secure social environment for all the residents.What 's more,the corresponding fire departments should be asked with the high sense of responsibility of "Propaganda goes first in the firefighting work as well as the intensive public propaganda to create a situation that the entire society should be made to participate in the firefighting work with the innovative spirit to enrich the firefighting methods and create more advanced models both at home and abroad.
