摘要
在华东电力大楼改造项目竣工之时,文章深入研究了大楼第二次改造方案征集的四个阶段里诸设计方案的改造设计策略及其背后的规划管理依据.回顾了建筑界对华东电力大楼作为现代建筑遗产进行保护的呼吁和遗产价值的讨论。在此基础上,文章分析了华东电力大楼未能获得法定保护的缘由.指出华东电力大楼最重要的遗产价值在于学科价值和艺术价值.而非当时普遍论及的城市记忆。最后.文章提出.在学术研究层面,应重视中国现代建筑遗产价值体系的基础理论研究和价值评估的应用研究.以及对上海现代建筑遗产的普查和上海现代建筑史的研究:在制度建设层面.提出对优秀历史建筑的认定条件的完善、日常申报机制和抢救登录制度的建立.以及年限规则豁免条件的补充。
Coincide with the completion of renovating the East China Electric Power Building, this article provides a detailed review of the design strategies of the renovation proposals associated with the four-stage selection process over the building’s second renovation process and the planning and management approaches behind it, revisiting the call for protecting modem architectural heritage and discussion their heritage values initiated by the architectural field. On this basis, the article analyzes the reasons why the East China Electric Power Building failed to obtain legal protection, pointing out that the most important heritage value of the East China Electric Power Building lies in the value of the discipline and artistic creation rather than the notion of urban memory prevailed at that time. Finally, the article proposes that in terms of academic research, one should focus on the research of basic theories and applications of value assessment associated with China’s modem architectural heritage value system, as well as the survey of Shanghai’s modem architectural heritage and the study of Shanghai’s modem architectural history;in developing regulations and guidelines, the conditions for identifying outstanding historic buildings, mechanism to adopt recommendation,establishment of a spot listed registration system, and exemption conditions for the 30 year rule.
