系统论指导下的廉洁社会单元创建研究--以崇州市集贤乡为例

Research on the Establishment of Clean Society Units under the Guidance of System Theory——Taking Jixian Township of Chongzhou City as an Example

以系统方法探讨社会政治问题是遵循马克思主义整体与部分关系理论的重要体现。面对贪污腐败这一社会复杂问题,建构廉洁社会单元使问题具化为系统的各个子系统与要素,根据单元框架逐一分解整合,从防腐拒变政治系统的功能、结构、环境适应性等方面揭示问题本质,有利于反腐倡廉工作更加条理化和清晰化。为此集贤乡积极推进廉政体制改革,在环境系统建设方面坚持多化联动全域发展,在组织单元建设方面坚持多重防控全员参与,全面把握和控制廉政建设对象,研究廉政建设的动力系统过程,寻求廉政建设系统稳定健康的充分必要条件,树立了"廉洁集贤、模范集贤"的崭新形象。

To explore social and political problems by using systematic methods is the embodiment of complying with Marxist relational theory of whole and part. Faced with the complex social problem of corruption, the construction of clean social units is decomposed into several subsystems and elements. Through the framework division and integration, the nature of problem is revealed from the aspects of function, structure, and surrounding adaptability of the anti-corruption system, so that the anti-corruption work will be more orderly and clearer. For this reason, Ji Xian Township actively promoted the reform of clean administration system, insisting on its multi-linkage and global development, multiple prevention and control as well as participation of all members in the construction of organizational units, so as to control the target of anti-corruption, explore the dynamic systematic process of building a clean government, find out necessary and sufficient conditions for a stable and healthy system and set up a brand new image of clean and exemplary Ji Xian.
