民粹主义思潮下的特朗普政府内政与外交

The Trump Administration's Internal Politics and Diplomacy under the Populist Trend of Thought

民粹主义是一种以"民众精英对立"为核心的政治思潮与政治现象。目前,其内核在被锁定,而其功效在被拓展之中。具有内涵核心"聚变"与外延功效"裂变"的民粹主义,对内政、外交的影响值得高度关注。美国民粹主义思潮与特朗普的民粹主义选举战略、民粹主义内政战略相得益彰,但又相互制衡。美国民粹主义思潮以特朗普政府摒弃多边主义、高举经济民族主义、重视双边模式等形式呈现出来。有鉴于此,中国应在地区公共产品建设、中美管控分歧等方面作出努力,缓解民粹主义思潮下美国对外政策带来的压力。

Populism is a political trend of thought and phenomenon centered on "the opposition of the ordinary people and the elites".Currently,its connotation is locked-up and its effect is being expanded.With the "fusion"of its connotation core and the "fission"of its extension effect,populism has a great influence on the internal affairs and diplomacy,which merits high attention. The American populism has been complemented by Trump's populist electoral strategy and populist internal politics strategy,but they also check and balance each other.The American populism has emerged in the form of the Trump administration abandoning multilateralism,holding high the flag of economic nationalism,and emphasizing bilateral models.In view of this,China should make efforts in provision of regional public goods and control of differences between China and the United States to ease the pressure brought about by the US foreign policy due to the populist trend of thought.
