WTO背景下的韩国对华反倾销及应对建议

China's Response to South Korea's Anti-dumping Policy in the WTO Context

自WTO成立以来,韩国对华反倾销愈演愈烈。从反倾销的案件数量及年份分布、涉案产品以及终裁结果及实施情况等方面,考察1995～2017年间韩国对华反倾销的现状。研究发现,WTO背景下韩国对华反倾销具有三个特点:中国成为韩国反倾销首要目标国;化工产品是韩国对华反倾销第一大目标产品;韩国对华反倾销执行率高,且实施价格承诺措施少。WTO背景下韩国对华反倾销特点的形成有着各自相应的原因。为了有效应对韩国对华反倾销,中国应采取四项对策:加强中国与韩国在反倾销问题上的政策协调;调整中国对韩国以化工产品为代表的出口竞争策略,扩大中国对韩国制造业领域的直接投资;积极应诉韩国对华反倾销,主动提出并严格遵守价格承诺措施;适当强化中国对韩国反倾销频度,加大针对韩国对华反倾销的威慑影响。

Since the establishment of the WTO,South Korea has been intensifying its anti-dumping actions against China.This article intends to investigate South Korea's anti-dumping measures against China from 1995 to 2017 in terms of the number of anti-dumping cases and its distribution,the products involved,and the judgments given and how they are enforced.The study found that South Korea's anti-dumping actions against China have three characteristics in the context of WTO.First,China has become the primary target country of South Korea's anti-dumping policy Second,the chemical products are the major target product;Third, South Korea's anti-dumping enforcement rate against China is high,and it rarely takes the price commitment measure.Under the background of the WTO,these anti-dumping characteristics have their own corresponding reasons.In order to deal with South Korea's anti-dumping probes,China should adopt measures in four areas:strengthen policy coordination with South Korea on anti-dumping issues;adjust the current export competitiveness strategy focusing on chemical products,and expand China's direct investment in South Korea;actively respond to South Korea's anti-dumping probes,and proactively suggest the price commitment measure and abide by it;and appropriately tighten anti-dumping investigations against South Korea,creating a deterrent effect against it.
