摘要 从物理域、信息域和认知域上剖析了作战平台与作战体系指挥活动的差异,建立作战体系指挥对抗活动的一般过程描述:筹划(Planning)→准备(Readiness)→执行(Execution)→评估(Assessment)→筹划(Planning),即PREA环.基于PREA环剖析作战体系指挥对抗的机理变化,提出军事体系指挥对抗的致胜机理:决策高于行动、稳定高于速度和面向结果的效果累积.按照这一机理提出了体系指挥对抗的策略,对敌PREA环干扰破坏的策略:上策是"伐谋",即影响其"筹划"环节的决心;中策是干扰部署,即影响其行动的部署;下策是直接行动对抗.对我方PREA环的保护策略:一是强调顶层指挥机构的筹划与决策职能;二是强调PREA环运行的稳定性;三是强调"效果"的累积,而不是过程或单一效果. Based on discrepancy analysis of command activities between combat platforms and military systems of systems (MSoS)in physical,cyber,and cognitive domains,the PREA Loop for the general MSoS process is proposed: Planning →Readiness→Execution →Assessment→Planning.From the perspective of the PREA loop,mechanism evolution of command confrontation for MSoS is analyzed and a mechanism leading to wins is presented:decision over action,stability over speed,and focus on result-oriented accumulation of effective and efficient elements.In the light of the PREA-based command and control mechanism,the MSoS strategies can be induced to disturb opponents'PREA loops and protect alliances PREA loops.To disturb opponents'PREA loop,the best way is to attack their strategies, the second best way is to interrupt their deployments,and the last and unwise decision is to confront directly.To protect alliances'PREA loops,the best way is to emphasize planning,the second best way is to emphasize PREA loop's stability, and the third best way is to emphasize on results of actions and especially the accumulation of elements and factors leading to higher effective and efficient decisions and actions.
