协同发展的产业体系内涵与特征——基于实体经济、科技创新、现代金融、人力资源的协同机制

The Concept and Characteristics of a Coordinated Developmental Industrial System:Based on the Coordinated Mechanism of the Real Economy with Technological Innovation,Modern Finance and Human Resources

"产业体系"是中国语境下的独特概念,党的十九大报告提出"着力加快建设实体经济、科技创新、现代金融、人力资源协同发展的产业体系",既立足于时代特征和突出矛盾,也体现了产业政策模式和重心的转变。产业体系本质上是从产业角度对国民经济构成的一种阐释,协同发展的产业体系体现了内生经济增长的基本逻辑。实体经济在协同关系中处于核心主体地位,科技创新、现代金融、人力资源间也不是平行独立的,而是存在着立体交互关系。协同发展的产业体系具有全局联动性、形态多样性、阶段变化性、开放互动性、灵活高效性的特征。具体表现在:协同发展的产业体系不是要素间单向联系的机械组合,而是每一个要素间关联互动的整体系统;没有统一合意的标准模式,而是在不同条件下可能呈现出多种具体形式;不是静态的稳定状态,而是动态的变化过程,在不同经济发展阶段呈现不同特征;不是孤立运行的封闭系统,而是国际共振的开放结构;不是一劳永逸的目标,而往往根植于灵活高效的协同机制。建设协同发展的产业体系,根本上要构筑有利于要素资源优化配置的高效协同机制。

The industrial system is a unique concept in the context of China. The viewpoint of ’accelerate the building of an industrial system that promotes coordinated development of the real economy with technological innovation,modern finance,and human resources’ was proposed in the delivered report at the 19 th National Congress of the Communist Party of China which is founded on the characteristics and conflicts of Chinese economy today as well as the transformation of Chinese industrial policy. The industrial system is essentially an interpretation of the composition of the national economy from an industrial perspective. The industrial system of coordinated development reflects the basic logic of endogenous economic growth. Technological innovation,modern finance,and human resources are in a cubic-interactive relation rather than a parallel-independent relation. A coordinated developmental industrial system has the characteristics of global linkage,morphological diversity,phase variability,open interaction,flexibility and efficiency,which are specifically as follows: firstly,it is an interactive system instead of a simple combination of all elements;secondly,it is a specific form without satisfied standard,thirdly,it is a dynamic process other than a static one through different economic development phrases;fourthly,it is an international open structure other than a close one;and finally,it is a high efficient coordination mechanism other than a constant goal. To build a coordinated developmental industrial system,it is essential to construct an efficient coordination mechanism that is conducive to the optimal allocation of factor resources.
