党的十八大以来,伴随全球经济格局发生的巨大变化,现行国际经济体系已经出现诸多不适应性,亟待构建开放型国际经济新体系。站在新的历史起点上,习近平总书记提出以"人类命运共同体"为新的引领理念、以"开放"为基本导向、以"共商、共建、共享"为基本原则,为构建开放型国际经济新体系指明了方向,必将在引领新时代经济全球化发展中发挥重要的时代价值。适应国际经济格局出现的新变化,是构建开放型国际经济新体系的基本理论逻辑。构建开放型国际经济新体系,在经济全球化发展新阶段需要有新的战略定位和目标,其具体实现路径是走"和平稳定""合作共赢""共建共享""包容联动"的开放发展之路。实践中,中国表现出了大国担当和责任,已经走在构建开放型国际经济新体系的实践道路上,并仍将不遗余力地为构建开放型国际经济新体系贡献中国力量。

Since the 18 th National Congress of the Communist Party of China,along with the tremendous changes in the global economic structure,the current international economic system has experienced many incompatibilities,and it is urgent to build a new open international economic system. Standing at the new historical starting point,General Secretary Xi Jinping proposed to use " A Community with A Shared Future for Mankind "as the new guiding concept,"opening-up"as the basic orientation,and " shared growth through discussion and collaboration"as the basic principle. He has pointed out the direction for building a new open international economic system,and these outlines will surely play an important role in the development of the globalization of the new era. Adapting to the new changes in the international economic structure is the basic theoretical logic for building a new open international economic system. Building a new open international economic system requires new strategic positioning and goals in the new stage of economic globalization. The specific implementation path is an open development path that requires "peace and stability","cooperation and win-win","co-construction and sharing"and "inclusive linkage". In practice,China has demonstrated the role and responsibility of the major powers and has already walked in the practice of building a new system of open international economy,and will continue to spare no effort to contribute to the building of an open international economic system.
