东北地区经济增长因素的随机前沿分析

Stochastic Frontier Analysis of Economic Growth Factors in Northeast China

本文基于超越对数随机前沿生产模型对资本投入、劳动投入、规模效应、纯技术效率和技术进步等东北地区五大经济增长因素进行多重分解核算等。研究表明:东北地区近几年经济增速下滑,究其原因是投资拉动型经济增长方式加剧了东北地区经济增长的路径依赖,经济结构与投资结构的矛盾使东北地区的规模经济受到较大影响,资本产出弹性不断走低的同时也进一步导致规模效率的大幅降低。东北地区经济增长的技术效率处于较低水平,应通过完善体制机制、加快市场化改革和结构调整等措施,进一步推动经济产出,释放更大的增长潜力。未来政策的制定和执行应从长远考虑,进行综合应对,注重提高经济效率、兼顾长短期效应、改善资本要素双重效应、培育区域创新体系。

Based on the beyond the logarithm stochastic frontier production model,this paper conducts multiple decomposition accounting analysis for economic growth factors in Northeast China,which are the five driving factors of capital investment,labor input,scale effect,pure technical efficiency and technological progress.Studies have shown that the economic growth rate in the Northeast has been declining in recent years, and the investment-led economic growth mode has intensified the dependence path of economic growth in Northeast China.The contradiction between economic structure and investment structure has greatly affected the economies of scale in Northeast China,and the continuous decline in capital output elasticity has further led to a significant reduction in scale efficiency.The technical efficiency of economic growth in Northeast China is at a relatively low level.It is necessary to further promote economic output and release greater growth potential through measures such as improving institutional mechanisms,accelerating market-oriented reforms and structural adjustments.To this end,the next round of the formulation and implementation of policies and measures should be considered for the long-term development to carry on the comprehensive response,pay attention to improve the economic efficiency,both short and long effect,improve capital elements of double effect,cultiyating regional innovation system.
