试析美国对越南公共外交

US Public Diplomacy toward Vietnam

近年,美国全球战略中心"重返"亚洲、战略重点转向传统大国竞争,国家利益锁定在亚(印)太。为服务其全球、区域和双边战略,美国日益看重越南的地缘政治、经济地位,区域影响力以及在遏制中国上的合作潜力,持续深化了对越南的公共外交。具体表现为:重视对越教育和文化交流、注重对越信息活动、侧重对越健康和环境问题援助。美对越公共外交,侵蚀了中越全面战略合作伙伴关系健康发展的民意基础;恶化了中国周边安全战略环境;影响了"一带一路"倡议在越南的实施。对此,中国政府需妥善应对,抓住机遇,加强对越公共外交,维护国家利益。

In recent years,the United States’global strategy has put emphasis on traditional great power competition and Asia Pacific region.To serve its global,regional and bilateral strategies,US increasingly values Vietnam’s geopolitical and economic status,regional influence and potential to contain China.As a result,the United States has strengthened its public diplomacy toward Vietnam,which has eroded the foundation of public opinion for a sound development of China-Vietnam Comprehensive Strategic Partnership,deteriorated China’s neighboring security environment and affected the implementation of the Belt and Road Initiative in Vietnam.In this regard,Chinese government should properly deal with this situation,seize the opportunity,strengthen public diplomacy toward Vietnam and safeguard China’s national interests.
