国外发展战略与规划评估的案例研究及启示

The Case Study of Strategic Plan Evaluation in Foreign Countries and Implications

针对国外战略规划制定与评估的典型案例进行了介绍,包括评估的基础、视角、方法、机制等,归纳了国外战略规划评估的特点。基于对我国发展战略和规划的特征分析,提出我国开展战略规划评估的挑战以及国外案例的启示,提出夯实战略规划制定基础,加强监测与评估设计,构建多元化评估体系等参考建议。

This paper describes the cases of foreign country on their formation and evaluation of strategy and plan,including evaluation basis,dimension,method and organization,etc.And then,it summarizes the characteristics of evaluation. Based on the analysis of Chinese development strategy and plan,it puts forward the challenges of conducting evaluation in China and the experiences derived from foreign cases.In the end,it gives some suggestions,such as building solid strategy foundation,reinforcing monitoring and evaluation design,constructing diversified evaluation system.
