In the early post-war Japan,to safeguard the peace and prevent Japan from being involved in the war again, more than fifty Japan’s famous scholars, such as Yoshino Genzaburo,Abe Yosisige,Oouchi Hyoue,Tsuneto Kyo,Suekawa Hirosi,Maruyama Masao, held a seminar on peace problem in Tokyo in December12,1948. Henceforth, these scholars established the conference of peace issues. From 1948 to 1950,they published three peace declarations in the journal of " World" which belonged to the iwanami bookstore. The three declarations discussed Japan’s peace road under the cold war,not only made a theoretical analysis on the fundamental principles of war and peace, but also gave a detailed discussion about Japan’s peace negotiation and trends of cold war. These activities of the conference of peace issues promoted the development of peace movements in which all sectors of Japanese participated extensively and constituted one of the sources of peace thoughts in Japan after the war.
