摘要
房地产市场存量房交易相比商品房而言,交易过程更加复杂,手续和流程更加繁琐,中间出现不可控的风险更高。存量房资金监管就是为了买卖双方交易资金安全,由买方将购房资金交付给第三方监管机构,待交易双方完成房屋所有权转移登记后,资金监管机构按照约定向出卖方转付房屋交易资金,其目的就是为了保障交易安全,保障房屋交易双方权益不受侵害。西宁市借助交易网签及资金监管系统,通过技术改造,抓住关键节点,与托管银行合作开发新的资金监管交易流程——即"先贷款后取证"的新型的交易与贷款模式。在业界推出了新型的存量房资金监管模式。
