基于伙伴关系的EPC水电项目总承包商能力提升 被引量:2

摘要 EPC总承包模式已成为国际水电项目实施的主流模式之一,近年来在国内水电市场也开始得到应用。施工单位从施工承包商转变为EPC总承包商,面临更为复杂的利益相关方管理问题和项目履约挑战。本文基于伙伴关系理论,旨在研究如何通过与项目利益相关方构建良好合作伙伴关系来促进EPC总承包商能力建设和提升。对通过问卷收集到的我国国际EPC项目总承包商数据进行分析,结果发现:EPC总承包商项目利益相关方包括上游相关方、项目实施主体和社会政治相关方;EPC总承包商能力可以分为资源获取与配置、履约增值、信誉;EPC总承包商与项目实施主体良好的合作关系对承包商履约增值能力建设具有显著的正向作用,与上游相关方良好的合作关系对承包商的信誉水平具有显著的正向作用。研究结论对国内EPC总承包商能力的建设和提升也具有一定的启发和借鉴意义。 Engineering,Procurement and Construction (EPC ) approach,broadly used in the implementation of international hydropower projects,has been applied in Chinese hydropower market in recent years.Traditional construction contractors have become EPC general contractors,facing more complex stakeholder management issues and challenges for project delivery.Based on the partnering theory,this paper aims to explore how to promote the capability of EPC general contractor by establishing partnering relationships with project stakeholders.With support of the collected questionnaire data from Chinese international EPC contractors,the study reveals that :stakeholders of EPC general contractor inclu'de upstream stakeholders,project implementation entities and sociopolitical parties;the capabilities of EPC general contractor can be divided into resource acquisition and configuration capability, value-adding capability,and credibility ~the cooperation between EPC general contractor and project implementation entities has a significant positive effect on the enhancement of its value-adding capability,while the cooperation with upstream stakeholders has a significant positive effect to the improvement of its credibility.The findings provide implications for the improvement of domestic EPC contractor capability.
