乡村振兴战略视域下“落实农地集体所有权”探析

A Study on Implementing Collective Ownership of Rural Land in the View of Rural Vitalization Strategy

为了实现人民日益增长的美好生活需要,为了解决乡村发展不平衡不充分的问题,党的十九大提出了"乡村振兴战略"。实施乡村振兴战略,其实隐含着这样一条实践逻辑:深化农村土地制度改革,完善农地"三权"分置制度,落实农地集体所有权,是乡村振兴战略所依赖的土地产权制度基础;依托农地集体所有权而发展壮大集体经济,是农村改革发展实现"第二次飞跃"的现实要求;如何落实农地集体所有权,同时也是乡村振兴战略实施的重要内容;"乡村振兴战略"中的"农村土地制度的改革""集体经济的发展壮大""中国特色社会主义乡村振兴道路的开辟"都将围绕着"落实农地集体所有权"这一关键枢纽而得以推进。

In order to meet people's ever-increasing needs for a better life and to address the imbalances and inadequacies of rural development,our Party has proposed "Implementing the Rural Vitalization Strategy" at the 19th National Congress of the Communist Party of China.The implementation implies such a practice logic that the advanced reform of rural land system,the improved system for "Three Rights Separation"and the implemented collective rights for rural land,are the institutional underpinning for land property rights on which the strategy relies.Relying on collective ownership for rural land to develop and strengthen the collective economy means the realistic demand to achieve the "Second Transition"in rural reform and development.At the same time,it has been an important issue for the Rural'Vitalization Strategy to implement collective ownership of rural land."The reform of rural land system","the development and growth of collective economy"and "the embarking on the socialism with Chinese characteristics in rural vitalization",which are included in Rural Vitalization Strategy,will be pushed forward around the crucial "implementation of collective ownership of rural land".
