摘要
20十世纪90年代年代以后中央政府开始采取市场化的路径配给住房,很大程度上改善了住房的分配效率。但与任何市场经济体相似,住房可支付性困难和住房不平等问题凸显出来,这种政策失灵主要基于三方面的原因:低收入住房供给的市场失灵及政府公共责任的缺位;国家治理去中心化与地方政府社会性住房筹资困难;计划二元体制的延续问题。而构建"赋能型住房政策体系"是改革现有体制结构性问题的一条可行出路。
The central government began to adopt a market-oriented path to change the planning housing system after 1990s,which greatly improved the efficiency of housing distribution in China.However,the issue of housing affordability and housing inequality problems are highlighted in the market mechanism.This policy failure is mainly caused by the following reasons:the market failure of cheap housing supply,the lack of government public responsibility,decentralization of social housing financing and the residual planning system.Lastly,the paper proposed to yse theory of"enabling housing policy system"to reform the existing housing system.
